The Management Group for the Centre of Excellence is the Regional Chief Executives' Group.  Reporting to it is the Chief Executives’ SubGroup which deals with day-to-day CoE business.  The SubGroup is made up of five local authority chief executives, from the host authority, Leeds, and from the four subregions.

The Centre of Excellence staff team supports a Regional Efficiency Forum of Efficiency Champions from the 22 local authorities which meets every six months and as necessary.  The REF is concerned with the Annual Efficiency Statements which must be submitted to the ODPM.

Various specialist subgroups are also being set up by the Centre as Special Interest Groups in the different workstream areas.  Practitioners from local authorities across the region meet to develop ideas for efficiency gains, including collaborative projects.
